Defense Assistant Minister-Designate Vows To Improve Civilian, Military Relations

MONROVIA, May 20 (LINA) – Oscar F. Mulbah, the Assistant Minister-Designate for Public Affairs at the Ministry of National Defense, has pledged to foster a stronger relationship between the Armed Forces of Liberia (AFL) and the civilian population.

Speaking during his confirmation hearing on Monday, May 19, 2025, before the Senate’s Committee on Defense, Security, Intelligence, and Veteran Affairs at the Capitol Building in Monrovia, Mulbah emphasized the need to build trust, transparency, and mutual respect between the military and the communities it serves.

“In contemporary security management, it is not sufficient to merely inform the public; we must engage, educate, and build trust,” Mulbah stated. “Ensuring that the Ministry’s actions and decisions are communicated clearly and promptly is key to fostering understanding and support among the populace.”

He outlined his vision for a public affairs strategy that promotes positive contributions of the AFL in peacekeeping, disaster response, and community development. 

“A cornerstone of my approach will be to strengthen the relationship between the Armed Forces and the communities we serve,” he said, adding that he would advocate for initiatives that promote mutual respect and understanding.

Mulbah also stressed the importance of ensuring an informed citizenry in a democratic society. “I will work diligently to provide accurate and timely information, reinforcing the AFL as a force for good in our society.” he noted.

On internal matters, he underscored the well-being of military personnel, pledging to collaborate with Defense Minister Geraldine George and other leaders to address the needs of the troops. “Their support, recognition, and inclusion in policy discussions are essential,” he said.

As part of his communication strategy, Mulbah proposed the creation and maintenance of a modern and accessible official website for the AFL and also committed to expanding the Ministry’s presence on social media platforms such as Facebook, X (formerly Twitter), and YouTube, to facilitate direct public engagement.

He highlighted plans to coordinate press releases, organize media engagements, and host town hall meetings and public forums to allow citizens to voice concerns and provide feedback.
