LRA To Launch Smart Revenue Monitoring System To Boost Domestic Tax Collection

MONROVIA, May 20 (LINA) – The Liberia Revenue Authority (LRA) is set to officially launch a cutting-edge digital tax monitoring platform designed to boost government revenue without increasing taxes on citizens. 

The system, known as the Operator Revenue Auditing System (ORAS), is powered by global technology firm N-SOFT and was installed on May 15, 2025.

The initiative, which targets high-yield sectors such as telecommunications, mobile money, and gaming, aims to enhance real-time revenue tracking, transparency, and compliance.

LRA Commissioner General James Dorbor Jallah, speaking on Monday, May 19, 2025, said the deployment of the N-SOFT platform is part of the LRA’s strategic drive to modernize domestic revenue mobilization and seal revenue leakages across key sectors of the digital economy.

“This system enables us to unlock revenue that has been hidden for years. We are not increasing taxes. We are simply collecting what is already due – what consumers have paid,” Commissioner Jallah emphasized. “With ORAS, we are aiming to push domestic revenue to and beyond the billion-dollar mark, allowing the government to invest more in infrastructure and essential public services,” he added.

At the same time, Assistant Commissioner for the Management Information Systems Division (MISD), Mr. Kollie U. Zayzay, noted that the system will automate the processing of transactional data, improving the accuracy of Goods and Services Tax (GST) reporting.

“With ORAS, we can now trace and track transactions in real time from mobile money to game results and verify the data to uncover untapped revenue streams,” said Mr. Zayzay. “This technology will help close tax gaps and improve compliance in sectors previously lacking transparency due to the high volume and complexity of data.”

Mr. Zayzay added that the LRA’s IT department has implemented robust cybersecurity measures to protect taxpayer information and ensure system integrity, in line with N-SOFT’s internationally recognized certifications for quality management and data security.

Meanwhile, N-SOFT Chairman Roger Zini expressed his company’s commitment to supporting Liberia’s efforts in revenue reform.

According to him, the ORAS launch will mark a significant milestone in Liberia’s digital transformation of tax administration, positioning the country to harness greater fiscal potential without burdening its citizens.

The ORAS platform will provide the LRA with advanced tools to detect and report previously under-reported or unreported transactions. 

These include mobile money commissions and fees, scratch card sales, top-up activations, service usage, and gaming transactions. The system also features strong data security protocols and adheres to the best international practices in tax monitoring.
